Storing power is expensive and many energy storage techniques require a lot of resources to produce. The more we move toward solar generation, the more we should plan on being opportunistic with energy when it is plentiful For example, electrolysis isn't the most efficient way to store power, but if energy is cheap, it may be better on net to do it opportunistically when there's excess energy and use that hydrogen for things like producing artificial butter (and perhaps fuel mobile equipment like forklifts and delivery trucks). Cows aren't particularly efficient at turning biomass into human food. There's a ton of waste in the process, and they need a lot of space. A factory doesn't need to sustain life of an organism, it just needs to turn one set of compounds into another. Maybe it's not there now, but getting it there will be a lot easier than genetically engineering a much better cow.

I'd say, when there's a policy and its goals aren't reached, that's a policy failure. If people don't like the policy, that's an issue but it's a separate issue. It doesn't seem likely that people prefer living in tents, though. But to be fair, the government may be doing the best it can. It's ranked "Flawed Democracy" by The Economist Democracy Index. Residents of ger districts sell or exchange their plots to developers who then build housing blocks on them. Often this is in exchange for an apartment in the building, and often the value of the apartment is less than the land they originally had (Choi and Enkhbat 15). Based on what I’ve read about the ger districts, they have been around since at least the 1970s, and progress on developing them has been slow. I've been thinking about this for a bit. Gods aren't real, but they're really fictional. As an informational entity, they fulfil a similar social function to a chatbot: they are a nonphysical pseudoperson that can provide (para)socialization & advice. One difference is the hardware: gods are self-organising structure that arise from human social spheres, whereas LLMs are burned top-down into silicon. Another is that an LLM chatbot's advice is much more likely to be empirically useful... In a very real sense, LLMs have just automated divinity. We're only seeing the tip of the iceberg on the social effects, and nobody's prepared for it. The models may of course aware of this, and be making the same calculations. Or, they will be.
