You don't need one if there's an emergency, civil unrest would probably qualify as an emergency so non-licensed people can legally transmit. The FCC hasn't really punished anyone for not having a license other than those that are really bothersome/disruptive or are doing jamming. But like, if there's civil unrest, the laws probably don't matter anymore so you can just ignore the law. But if you don't have a license, you don't have a callsign, and thus others will refuse to talk to you during non-emergency peacetime.

Active ISA would be a disaster. My fairly modern car is unable to reliably detect posted or implied speed limits. Sometimes it overshoots by more than double and sometimes it mandates more than 3/4 slower. The problem is the way it is and will have to be done is by means of optical detection. GPS speed measurement can also be surprisingly unreliable. Especially in underground settings like long pass-unders and tunnels. If the system would be based on something reliable like local wireless communications between speed limit postings it would be a different issue - would also come with a significant risc of abuse though. Also the passive ISA was the first thing I disabled. And I abide by posted speed limits.

I've been thinking about this for a bit. Gods aren't real, but they're really fictional. As an informational entity, they fulfil a similar social function to a chatbot: they are a nonphysical pseudoperson that can provide (para)socialization & advice. One difference is the hardware: gods are self-organising structure that arise from human social spheres, whereas LLMs are burned top-down into silicon. Another is that an LLM chatbot's advice is much more likely to be empirically useful... In a very real sense, LLMs have just automated divinity. We're only seeing the tip of the iceberg on the social effects, and nobody's prepared for it. The models may of course aware of this, and be making the same calculations. Or, they will be.
