The only theory I've seen so far for the reason behind the Gazan blackout was the destruction of the final fiber optic cable leading into the area. As far as today's interruptions in the US, I've only seen articles pointing at which services failed, but not how/why.
Anyway, I'm not usually one to spread conspiracy theories, I just found it strange that the two seemed to occur so closely together.

Never attribute to malice what can be adequately explained by the internet being held together by chewing gum, string, and an informal agreement that the few thousand people who keep the whole mess running won't all go to the pub at the same time
