    That’s a very emphatic restatement of your initial claim. I can’t help but notice that, for all the fancy formatting, that wall of text doesn’t contain a single line which actually defines the difference between “learning” and “statistical optimization”. It just repeats the claim that they are different without supporting that claim in any way. Nothing in there, precludes the alternative hypothesis; that human learning is entirely (or almost entirely) an emergent property of “statistical optimization”. Without some definition of what the difference would be we can’t even theorize a test

    I'd say, when there's a policy and its goals aren't reached, that's a policy failure. If people don't like the policy, that's an issue but it's a separate issue. It doesn't seem likely that people prefer living in tents, though. But to be fair, the government may be doing the best it can. It's ranked "Flawed Democracy" by The Economist Democracy Index. That's really good, I'd say, considering the circumstances. They are placed slightly ahead of Argentina and Hungary. OP has this to say: Due to the large number of people moving to urban locations, it has been difficult for the government to build the infrastructure needed for them. The informal settlements that grew from this difficulty are now known as ger districts. There have been many efforts to formalize and develop these areas. The Law on Allocation of Land to Mongolian Citizens for Ownership, passed in 2002, allowed for existing ger district residents to formalize the land they settled, and allowed for others to receive land from the government into the future. Along with the privatization of land, the Mongolian government has been pushing for the development of ger districts into areas with housing blocks connected to utilities. The plan for this was published in 2014 as Ulaanbaatar 2020 Master Plan and Development Approaches for 2030. Although progress has been slow (Choi and Enkhbat 7), they have been making progress in building housing blocks in ger distrcts. Residents of ger districts sell or exchange their plots to developers who then build housing blocks on them. Often this is in exchange for an apartment in the building, and often the value of the apartment is less than the land they originally had (Choi and Enkhbat 15). Based on what I’ve read about the ger districts, they have been around since at least the 1970s, and progress on developing them has been slow. When ineffective policy results in a large chunk of the populace generationally living in yurts on the outskirts of urban areas, it’s clear that there is failure.     I've been using Vivaldi as my logged in browser for years. I like the double tab bar groups, session management, email client, sidebar and tab bar on mobile. It is strange to me that tab bar isn't a thing on mobile on other browsers despite phones having way more vertical space than computers. Although for internet searches I use a seperate lighter weight browser that clears its data on close. Ecosia also been using for years. For a while it was geniunely better than the other search engines I had tried but nowadays it's worse since it started to return google translate webpage translation links based on search region instead of the webpages themselves. Also not sure what to think about the counter they readded after removing it to reduce the emphasis on quantity over quality like a year ago. I don't use duckduckgo as its name and the way privacy communities used to obsess about it made me distrust it for some reason

    Yeah we're kinda doing well. Retaining 50k mau from the initial user burst is really good and Lemmy was technologically really bad at the time. Its a lot more developed today. I think next time reddit fucks uo we spike to over 100k users and steadily grow from there.

    Apparently, it was required to be allowed in that state: Reading a bit more, during the sentencing phase in that state people making victim impact statements can choose their format for expression, and it's entirely allowed to make statements about what other people would say. So the judge didn't actually have grounds to deny it. No jury during that phase, so it's just the judge listening to free form requests in both directions. It's gross, but the rules very much allow the sister to make a statement about what she believes her brother would have wanted to say, in whatever format she wanted.     Outlook.... Ok Pretty solid Bahaha hahahahaha Sorry. Outlook is a lot of things. "Gooey crap" would be one way to describe it, but "solid"? Yeah, no. Gmail is (well, was) pretty solid. There are a lot of other webmail providers out there, including self hosted options and most are pretty solid, yeah. Outlook, though? It's a shit show, it's annoying. Do you love me? Please love me, please give feedback, please give feedback again, please look at this, hey am I the best? Am I.. STFU YOU PIECE OF CRAP! Can you PLEASE just let me do my email without being an attention whore every hour? Even down to the basics. Back button? "What is that? Never heard of it, can't go back to the message I just was on because I'm Microsoft software and so half baked." Having two tabs open? "Oh noes, now I get scawed, now I don't know how to manage sessions anymore, better just sign you out everywhere." What is it with Microsoft and not being able to do something basic as sessions normal? I'm not even asking for good, definitely not "awesome", just normal, and that is already too much to ask. Try running it in Firefox! I'm sure it's totally not on purpose, just "oopsie woopsie poopsie" accidentally bwoken. Maybe it's working again today, who knows, tomorrow it'll be broken again. I run everything on Firefox except the Microsoft sites, they have to be in chrome because fuck you, that's why. Seriously, I can't take any Microsoft software seriously at this point, and all of it is on its way out in our company, I'm making sure of that
