As is the case for the majority of "race things" (as perpetrated by those in power) in the UK: people are treated differently far more according to class based on how they dress, their accent, their mannerisms, their education etc. than according to race, and there's more under-representation of people from Wales, the West Country and Northern England in well-paying jobs and government than there are by race. I can't speak for the US but I would think it's a lower but still not insignificant proportion.
